The term Learner Legal is used to describe any motorcycle – not just 125cc motorcycles - which can be ridden in the UK without a full and unrestricted motorcycle licence. But there are various different 'grades' of learner legal bike.
At the age of 16 in Great Britain the only form of personal motorised transport legally available is the moped. In the UK this is legally defined as any motorcycle (or motorised bicycle) of less than 50cc with a limited top speed of 35mph - unless the bike was built before 1st September 1977 in which case it is defined as a motorcycle of less than 50cc with pedals. In which case no speed restriction is necessary.
Note: Americans and some other nationalities may take exception to the use of the word moped in this context as they would argue that it *only* relates to a bike of less than 50cc *with* pedals! A 50cc vespa or Yamaha Jog etc would therefore be referred to only as a scooter and never as a moped.
At the age of 17 UK teenagers are allowed to move up to a bike of not more than 125cc and restricted to 14.5bhp. These bikes will only do about 65-70mph.
A UK citizen below the age of 21 who takes and passes all three parts of the full motorcycle test on a bike of 125cc is allowed to ride any motorcycle they choose of any capacity as long as it is restricted to 33bhp.
This restriction lasts for two years after which they are entitled to ride any capacity machine they choose.
